The main point of V4 is that the core of EU is gradually becoming a bit too authoritarian and tries to enforce homogenization even when it doesn't really make sense, instead of leaving some things be and letting them develop on their own.
Without a widespread demand for it among its peoples, doing the very same thing inside V4 would be a self-contradiction and could be a grave mistake.
Sure, countries can be linked in many ways, but essentially nations should be kept as nations. Consolidation of European countries into a single super-state in the current conditions is a stupid and dangerous idea.
V4 is more about preserving than actually uniting.
