The (language) is basically what their native language is or what they speak more than english.

I left out countries that nobody cares about, smell like poop, and/or are in africa. What I realized while making this is that spanish/portuguese speaking countries don't care about learning english, at all, with russia/bulgarian/hungarian/slovakia being tossed into the mix.

If you exclude Moscow, Petersburg and other rich regions like West Sibeira and Far East, the percentage of English-speakers in Russia would be about 2-3%.
