Try to tell the Greek that Athens shouldn't be their capital. Or Paris, or London or Rome. Cities that have served over a thousand years as the center of culture for their nations. It would be an insult to their heritage. And why were those cities the center of culture? Because they had historical reasons such as river access or they were easy to defend from incoming hordes.

Is it convenient to have all the government buildings in Paris where the rents are expensive as fuck and the roads tiny? No, of course not. But Paris wasn't founded during a time when city planning was an idea that existed.

American cities for the large part were founded or at least underwent the vast majority of their expansion during a time when city planning as a concept existed. They already knew how much space modern public sector with all its government offices took. So they realized it's not smart to put it in the biggest city like was historically the custom, but to make their own administrative cities a little out of the way.
