Like what? Zapdos is head and shoulders above all the others, while Articuno isn't really much better than Lapras. Only exception, and only if you have access to the time machine from GSC, is Electabuzz, because it can learn Ice Punch

Cloyster is also worth a mention as a Ice-type because of its excellent physical bulk and access to Clamp and Explosion. Jynx is also good since it has an OP second time and access to Lovely Kiss.
