Well I mean it's not. Socialism has an actual definition, one that Venezuela doesn't fit. They basically have the same economic model as Norway, just with more corruption and not saving any cash for when oil prices drop.

The social ownership of the means of production and abolition of commodity production. Venezuela just nationalized a handful of industries and regulated the shit out of others while keeping markets as the main distribution mechanism and maintaining private ownership of most of their economy.

Based on the definition I gave then the USSR and friends could be considered as such, but I should note that there is debate among the details of the definition. For example some people consider that it's only socialism if it's democratic, in which case the USSR wasn't socialist. Others put more emphasis on ownership of the means of production than on abolishing markets, if you go by that definition then Yugoslavia was socialist, and so is the Kurdish enclave in Syria. Other communities like medieval peasant communes, certain indigenous groups, and even pirate ships are often considered socialist societies, albeit relatively small ones.
Even if you consider the USSR to be socialist however (I do), that doesn't mean you support their specific model of socialism or their policies in general.
But if Venezuela is socialist then so is Bolivia, Uraguay, Finland, Sweden, Norway, Denmark, etc. None of which are having problems anywhere near this scale.

I don't count market socialism as actual socialism, since the economy is still not owned by society as a whole, but by groups of individuals. Plus there is still commodity production. As a system though it's still better than conventional capitalism and Yugoslavia was pretty good by all accounts, hence my extensive collection of rare Titos.
