Nah it's a one off thing. Looking at it again it's been modified, might not even be a hill's hoist desu but it looks like one. They're somewhat common to see in peoples' backyards.

One game people play with them is "goon of fortune", when you tie a goon (cheap box wine) bag to one of the poles and spin it around while people stand under it. Whoever the goon stops on has to drink. I've only played it once with my cousins from the country.
