Creating tons of drama and memes that gives him a lot of attention, even outside of Russia. Attracting more radical, nationalistic and/or adventurous people towards his party, while the party itself isn't actually doing anything even remotely radical or extreme. This allows United Russia and associated "systemic" "opposition" parties to divide and conquer the electorate. Think republicans vs democrats, only here instead of two equal parties it's one big with a few smaller ones.

His crazy antics is the most relevant thing about him. He controls the mad folks and that makes him useful.

Basically yes. In my opinion he's a pretty smart guy, you can see it if you listen to him when he's not making another crazy performance in duma. It's just that acting controversial and crazy brings a lot of attention, and he realizes that very well.
