You're completely underestimating the growth of China. And I don't even blame you for that. Humans are very bad at judging/estimating the consequences of exponential growth.
They have far larger shipbuilding capacities already. In a long drawn out war (which it will inevitably become if it doesn't go nuclear) the production capacities and manpower decide the outcome.
The Chinese economy surpassed the American economy in size in 2014, if you take PPP as comparison metric, like CIA, IMF and the like do because it's the most accurate measure for comparing countries. By 2030 their economy will be twice as large of they keep growing at a rate 5% higher than the US.

You've also got to consider the effects of nuclear fallout from such large-scale use of nuclear weapons. Even if you did (somehow) evacuate most of the civilian population from the cities, the fallout could in fact make these cities and their surroundings uninhabitable. Then all you have is a bunch of Russians sitting in the woods dying of radiation poisoning and cancer.

There's also the effect mass detonations would have on global climate and weather patterns. Overall 'just evacuate' isn't a very sound plan, neither for the Ruskies, the Yankees or the world at large.
