The amount of money ISIS was accumulating at its peak from tribute and oil money was enough to fund sophisticated terrorist attacks pretty much anywhere in the world. That is what made them such a threat. Their income is greatly diminished compared to that peak, but they're still one of the most cohesive radical groups of this era. Fortunately they're having to spend all of that money clinging to their even fading territory instead of funding said attacks.

None because they were under siege even then. They have never had the sovereign stability to use money for that. Assad, the Iraqi government, and a mix of locals have been contesting them from day one.
Fighting Jihad is well and fine, but you have to stabilize at home before you can look abroad. Even a terrorist understands this. Their fundamentalists, not morons. The reason they've never been allowed to create instability with their funds is because the world has not allowed them to fix their own instability.
Don't worry though, even after they lose all their land they'll have plenty of money. Once they're landless that's when the rat in the corner will start being more reckless.

right so how can they be a global threat if they area already being managed? while climate change isn't being managed and continues to spiral out of control, the US continues to 'regime change' everything it doesn't agree with. China claims the entirety of the south seas which accounts for 5 trillion dollars worth of trade a year. of those threats which seems more of a threat to the world? a bunch of sand people killing other sand people is a regional problem, not even close to a global one.

Just because something is being managed doesn't mean it isn't a threat. If people didn't view them as a threat, we wouldn't be managing them. This survey is about perceived threats, not what are the objectively most pressing ones.
