That pretty much how it is in any post-communist country. Poland, Hungary, ex-yugo, Bulgaria, Romania etc are no exceptions. The capitalist development process, after the fall of communism, only embraced larger cities, mainly capitals. The periphery of post-communist countries will remain 3rd world for a long, long time.

Nah, not really, Slovenia doesn't look any different than western EU countries, except maybe for some commieblocks parts of Ljubljana. The rural parts don't look eastern at all.

Anyway, you're a country of 2 million people, that's basically 1 Belgrade or Warsaw or Bucharest, so not all that difficult to have equal development. Large post-commie countries have this structure - affluent capital city (and maybe 2-3 larger cities), 3rd world periphery.
