Being serious for a second the fault lies squarely on Latin Americans, specifically Brazil, Mexico, Argentina and Colombia, if those four countries had the will this problem would be solved by now.

But hey, none of us has any extra money (not for starving Venezuelans at least) and intervening is politically risky. So we conveniently allow Caribean nations to dominate OAS while we wait for the situation to get so bad the US intervenes, which is nominally what none of us wants and we'll be sure to condemn.
