My Mexican friend once told me that Mexican culture is about 90% of Spanish origin and that the rest of it is mostly Amrican influence.
Is this true?

Mexican culture is mostly derived from Spain, France, Italy...Irish and British in some parts. Of course also influenced by USA because of geographical proximitry.

Don't believe the memes about Mexico being aztec quetzalcoatl-tier.

they don't even speak spanish properly

No, but it isn't 90% native either. It's some sort of weird mix between native american culture and old spanish culture from centuries ago that they adopted and then distorted so much it became its own thing. Mexicans for the better of the worse actually have a pretty unique culture, dunno why people can't stop comparing them with us or the aztecs.

Is an unique combination of prehispanic, Spanish and many more

High/visible culture (art/architecture, etc) is of Spanish origin.

But alot of the low culture is of Amerindian origin. (Blood lust, cult level worship, etc)
