This is true also here in Italy. Upper class families prefer German and most importantly French. But considering that just a few decades ago French was the mandatory foreign language instead of English, and now people choose between French and Spanish for the the second foreign language, there has been a drastic drop in people learning French at school.

I have no idea really, I know we have a fertile land some region in the south west around Toulouse and in the north under Paris have huge fields, and outside cities France is still pretty rural, but concerning what usually gets burned from Spanish trucks (fruit, vegetables) I don't know how much we produce
But with the climate we have down south it's piss easy to have great Mediterranean vegetables so I wished we'd buy more French. I don't know enough about economy and the circumstances to say how it could work
