it's a series of shmups made by one guy. he does the programming, makes the music, and does the art. they have pretty great music, decent to good gameplay depending on which game (there are over a dozen) and a cast of cute girls with less than stellar art
no idea why it got so popular, but yeah there are fan made games in all kinds of genres from shmups to fighting games to puzzle games. the fan versions of the music are probably the most well known to normal people thanks to things like bad apple. then there are loads of fan doujins
