I really don't think this is an issue. My parents both quit high school early but can read novels. I can read this thread.

It's not. The actual source of these statistics is a biased selection done by an organisation which financially benefits from lower literacy rates, because they can be given more government money.
It would be rare to find people under 60 who couldn't read. Those people basically have learning problems or are mentally retarded.

We have a culture of not giving a shit in school, especially public school. Combine that with their druggo parents giving just as little a shit about their child's education and yes, I can imagine the literacy rates in poor areas would be low.
