By European yes. By Americans no.

Why?

First off, the only European country that collects racial data is United Kingdom. In Europe government doesn't know your race since it's never asked. Europeans judge people more based on their culture and history than skin color. Also Europeans understand that Caucasian people come with many different skin tones. Example Indians are Caucasian people just like Swedes but their skin colors are completely different. This doesn't mean that Indians or Swedes aren't Caucasian people with Caucasian features.

In America however racial data is used actively. It's almost used in a same way as Hindu caste system in India. Just classifying people based on their skin color or race. America will not ever get past their racial wars since they actively collect racial data to use it against each other.

So to answer your question: YES (by Europeans).
