Scandinavians are fond of tanning. You will always typically hear about how we will get a nice tan come summer, and so on.

Now, about getting tan. Scandinavians are very aware of using sunscreen. We have long traditions of tanning, so we learn it from we are kids even. If we do not use sunscreen properly, we will burn like tomatoes. But if we do it properly many of us will get nice fair tan like in OP's pic. This is also true about Anglos. Just look at the posh population in UK, they are so dark that they don't even look white, especially combined with the typically darker hair that they have. Look at white americans in California, they are the same as well. They are in fact who we learned it from, most likely. They have made tanning a trend.
