Yeah, I lived in a clandestine neighborhood when I was a child.
But indeed there was like a governmental program back in the 90s aimed at ending "barracas" (shanty villages') in Portugal.
Since then most ppl were put in "bairros sociais" (projects).
Concerning the issue of third world'ism, it's complicated, because there are more 1st world cities, than 3rd world ones. I've been to cities in the south like portimao, were you can see fiends every where looking for smack and gypsies and prostitutes, no urban planning whatsoever, a real 3rd world vibe going on... But if you go to Oeiras u might think you're on San Francisco or some shiet like that, futurist public transportation, clean streets, well dressed ppl going around etc.
