As I said, there is a fair bit of racial mixing however blacks in northern areas of the country are probably a bit lighter-skinned due to the less direct sunlight. Jay-Z is from NYC and looks rather light-skinned. the only difference with black americans is that they have (for the most part) assimilated into american culture because they were already here. that doesn't really have anything to do with building the country though
