Yeah it started when we first went in there to repulse the North Korean attack. The US military thought the KPA were just a bunch of Asian peasants with bayonets tied to sticks and were surprised to learn that they were facing a professional army with the latest Soviet equipment.

Later on they assumed same of the Chinese and paid the price for it. The PVA didn't have much heavy equipment, but they were disciplined veterans of the civil war, and could survive on a handful of rice and some salt fish every day. Also they were able to handle the frigid winter weather in Korea like a boss.

Eisenhower wasn't president when the Korean War started, he was the guy who ended it. And actually FDR created the military-industrial complex because he turned the entire US economy into a giant war machine so completely that it's never been possible to completely change it back.
