here we have proper wage tariffs, so its in no way needed.

So waiters have a fixed guaranteed income.
So especially in Paris, if you're not a hot young girl, waiters make you wait, ignore you, treat you like shit, and usually show/hide that they make fun of you (esp. if you look nice, or don't look like a city person/citizen)
