I'd recommend Washington then as long as you can afford the housing, don't mind 24/7 clouds and rain, and are ok with the fact that it's one of the most liberal places in the country.

If you're doing this because you want to go to a good school but your HS GPA was shit (I only bring this up because you sound exactly like me during my college search) then Seattle may not be such a good idea since it has the most potential negative distractions and will also be harder to acclimate to being the most different culturally, weather wise, and if you have issues you're across the country from home (this actually ended up being better in my specific situation but it may not be for yours)
