Israel was in the making while Brits still were in control of the region, and given they've been a pretty successful empire we tried to emulate some things they did right. It's not like we copied them, but you could see British influence eapecially in the early IDF.
For administaration we took the Ottoman laws as a basis, and worked up from there modyfing and improving them.
Soviet organization had influences in early settlements.
It's not exactly "looking up", but I guess if you emulate them, even if it's partially, you recognize their superiority in the field. Given that Soviet Union collapsed, the Ottoman Empire was dismanteled, and British Empire declined, you could say that we "surpassed" them.

You missunderstand. The British Empire is no more. UK lost its superpower status, colonies, force projection, international influence and military power.
Meanwhile Israel only been gaining, both in world standing and in power. UK got nothing else to "teach" us. Even more - they might learn a thing or two from Israel. That what I meant by surpassing.
