Infrastructure doesn't occur in a vacuum and you can see how Chinese industries around the world have benefited the locality. Even something as niche as the sharkfin trade has promoted a lot of jobs and money in regions of South America which prior to did not exist. It may be horrible for the environment but as a general rule, the locals benefit more from having an industry in their region than not having anything.

Have a look at Perth, for fuck sake. The tax revenue alone they make off the big mining companies was enough to basically turn the state into a viable place to live, despite the fact that most of the work was FIFO.
