With Rome, it's a little complicated because for most of the imperial period, the emperor wasn't quite a divine emperor in the Persian or Chinese sense, he was kind of a "first citizen" in the European tradition. What happened then is that Diocletian fully embraced Eastern ideas of the divine god king, in part because in the later years of the empire, Eastern religious cults were becoming increasingly popular.

During the 17th century, as feudalism disappeared in Europe, you had the so-called Age of Absolutism however it didn't last all that long since the Enlightenment quickly saw a shift back towards liberal ideas.
