They usually belong to restourant chains. Chicos is one of the most common here. Though they are more tex-mex than purely mexican food.

And they are ran mainly by finns, probably. The workers usually are whites anyhow. Pizzerias are run by arabs and turks in finland. I don't think I have ever been to a pizzeria run by a finn.

Fairly. It's not like tex-mex is a massive trend here but they are nothing out of the ordinary and there seem to be more of them than a few years ago so I guess they are atleast a little popular. I think the first thing about mexican food that would come to mind for a finn when asked about mexican food would be burritos or tacos and the fact that they are spicy. Mexican beer (sol and corona) are fairly popular too.

African american hip-hop culture is a thing here. Though people usually grow out of it by middle school but some people never stop role-playing that they are straight outta compton. Especially blacks here, though many whites are dedicated wiggers here too. Here's og finnish rap about the sub-urbs (sub-urbs are usually the poorer areas here, i'm from a sub-urb btw). I know many people who actually believe they are straight out from the hood here. Even if there are more immigrants and unemployed people in the sub-urbs and there are a few drunks and teenagers who role-play as gang members here it is nothing comparable to the "hood" in the states not to speak about favelas etc.
