I guess so, it's not a standalone license but general tax money does go to CBC.
At least in the UK you guys pay that license and get some occasional decent TV series and excellent documentaries like Planet Earth.
In Canada we funnel millions to CBC (Government this year just dropped straight up $675 million + $150 million annually until 2021) and we get a fraction back, mainly just several evening news programs and 24 hour news programs and many special subject news programs like CBC The National and Fifth Estate. The only TV series we get tend to be really fucking terrible like Heartland, Republic of Doyle and Mr. D.
The only worthwhile things to come from CBC funding are The Nature Of Things, a weekly mini-documentary series running since 1960 that just examines the state of the world in many ways like social issues, disease, lifestyle, nature, climate, etc.
