No. Specially for languages like French. But if you know the basics of the language this will help you a lot without a doubt.
It's useful, but you'll need several different resources to learn a language well. Duolingo is good for practice, but it doesn't really teach grammar. Try to complete the German course without any outside knowledge and you'll see what I mean.

It's fine for getting started, like getting used to pronunciation and basic vocabulary, but it won't make you pass a A2 exam. Find a serious course about the language you want to learn and use duolingo to complement it. Also, I recommend anki for learning vocabulaty.
French is not even a real challenge for a Portuguese speaker, but I have done ONLY Duolingo for the language and my French is already pretty good. I can speak it and be understood quite easily, I can write and read, and my only problem is understanding the spoken language because Duolingo is too much of a controlled environment.
Of course I've hit a roof and now I should look for actual learning tools, but it takes you from a totally lost person to someone who can actually do something with the language.
