Yes and no. Some places have harsh fun laws, some have almost no gun laws and in some places the shooting community thinks that self-loading weapons are a passing fad. However, minus California, western states have and have had more-or-less unilaterally excellent firearms laws and a strong gun culture.

Two main reasons. First, they're enshrined in the constitution - which, for many Americans, is pretty much a religion. Second, our entire existence has been defined by using guns to kill people who oppose us, from our own government to frogs to flips to sandniggers. If one could experience American history with all of the senses it would smell like cordite, feel like checkered walnut, taste like blood, look like lead and sound like the screams of the dying.
