there real non meme reason is their names and surnames are too similar, so they need 2 names and 2 surnames to be able to not be confused by someone from an institution reading names from a list.

Go to facebook and google any random Spanish name + surname
for example

Alberto Gutierrez

you will have an enormous shitload of results

But if instead it is Alberto Eduardo Gutierrez Mendoza, then you will have only 1 or very few results.

Argentines dont have that problem because we have varied surnames.
