when I lived in Moscow I had a neighbour who fighted in second chechecn war and government treat him pretty well. One time a police patrool cought him smoking weed openly in public which is illigal in Russia, they put him in a car where he showed them a veteran ID so they just frove him a couple of blocks from the place he was cought and let him go. lol
