I had the pleasure of meeting Howth last summer in one of the National Socialist workshops in Dublin. The pass rate in Dublin is much lower than the rest of the country. It gets higher as you move away from it so they're harsher. They're harder on Males as well.

I found driving regularly, even without a full licence and just being sensible and careful I was able to learn decently in a little while and comfortably in a few months, but I mainly drove rurally. The lessons and requirements to pass the test are much more difficult though but I'd assume you're much more competent than me.
