While Californian independence is a pleasing idea to bat around, we are not culturally ready to function as a nation in our own right. We haven't really nailed down what it means to be a Californian that doesn't just default to the southern coastal population, or what our core values even are, and that's just the beginning. There is a lot more that goes into being a nation than politics. I would definitely want California to build itself as a proper culture and people. Also while the rest of America is full of dicks, they aren't quite dickish enough that it warrants the political, economic and social upheavals of an independence movement.

I could deal with a Hong Kong situation where we get political and cultural autonomy but still ostensibly stay in the Union.

I don't think they could explicitly ban movies from Hollywood, and many of the businesses are already entrenched, though California would still take a pretty big economic hit. Though to be honest, I almost look forward to that, we could definitely use some scaling down, and California should never have gotten as big as it did. I like comfy low-key California better than cultural/economic imperium California.

The only water that comes "out of state" is Colorado River water, and that runs within our borders. So unless the Colorado states are willing to Shell out for more dams with money they don't have, they are shit out of luck. Also only 8% of our water comes from the Colorado. If we lost that we would probably need austerity measures, but that shouldn't be too hard since so much is wasted as it is. We could also probably buy water on the cheap considering that without Californian tax revenue, most states will struggle to keep the lights on.
