Do the Japanese really have as good manners and people say?

It's a facade, part of japanese culture.

For a month there were 20 or so Japanese people who took my bus line everyday and I had no idea why. They were decently respectful but they randomly would stare at you and speak loudly in Japanese and I would have no idea what they were saying or what was going on. One day I just really wanted to know what was up so I asked one and she just looked at me like I was some freak and pointed to some piece of paper on her lap.
