I would also like to see GTA in a non-American city for the variety, but I don't think European cities would be fitting 2bh. Most cities here have very low crime rates, literally nothing happens here. Most buildings are not taller than like 30m either, so that would be pretty boring.
The only places I can imagine a GTA game taking place are Moscow and Paris.
