What does it mean when a German house is "Sanierunsbeduerftig"? At first I thought it referred to condemned houses that need to be bulldozed, but I've also seen it used for houses that need new windows or insulation or are simply old.

Do you know if it is just a catch-all term, or is there a specific legal definition? For example, a lot of Sanierungsbeduerftig houses are in need of new windows. But half the houses in my neighborhood have windows that look like they were last replaced after Kristallnacht.
