The classic Brazilian favela usually has a drug lord who rules the favela and his thugs walk around with guns in hand and the favela locals have to obey his rules and never snitch them.

The favela thugs also have a very tribal behavior, where if they a car approaching the favela at night, they would shoot at it straight away. If they see some unknown favela citizen, he could be executed for being mistaken for an undercover cop or something like that.

This is the reason favelas are seen as bad nightmares and a place where no one goes unless you're invited there. Of course for you foreigners it's not as dangerous because the thugs would never shoot a tourist intentionally because it's bad for business and would attract tons of police attention and media attention too.
