Reunification only happened a few years ago at that point, I think it make sense to distinguish between East and West, but the naming should have been different (easter/western Germany instead of East/West Germany)
Also, please note that even in 1995 eastern Germany was already ahead of Spain and almost on the level of Ireland and New Zealand.
