Water vapor is actually a greenhouse gas, more powerfull than CO2.
But since we can't control water vapor all that much, noone does anything. CO2 on the other hand is controlable, and there's the theory that if CO2 rises temperatures by a few degrees... more water will evaporate, and hotter air can hold more water vapor, and you end up triggering a positive feedback.

Green mass highly variates month by month. If the peninsula had a May with a lot of low pressions in the azores area making it pretty rainy the west will look as green as in 1995 pic in June. If May is dry with high pressure over the peninsula it will look as this year's one.

That changes year by year. It's a normal variation. 2018 might be as green again.
