NYC and New Jersey are Hellish. Foreigners are by far the worst fucking drivers and I doubt many have licenses (illegals are also top hut and run drivers). Shitty Asian and Indian drivers isn't a meme and Latinos aren't much better. If you get into suburbs without a lot of foreigners most people are generally competent drivers (unless they are under the influence).

Indeed, people in general are pleasant and understanding in Oahu. They're not fantastic drivers though. I wouldn't say they're particularly bad but I wouldn't call them good.

Though, if I'm being fair, there are more factors at work than just the drivers themselves. The traffic is ridiculous, and combining that with many instances of poorly-planned road systems, it can be a difficult place to drive. So I have to give some people the benefit of the doubt.

It's not like I live there anymore but even then I hope they get that rail system done sooner than later. Although I can't imagine they're much farther along with it than they were when I moved.
