Which place here has the best looking grils?

Nagaland, Arunachal Pradesh, and the eastern bits of J&K. Those are the only states with yellow(ish) qts.

Major cities have grils who wear makeup.
I got lucky in kolkata once.

I'm white and lived in India for a couple of years.

In terms of cities, probably Delhi, Mumbai, and Kolkata.

So far as regions and states go, North India generally has a reputation for fairer and more attractive women than the South. There are a lot of pretty girls I find attractive in Punjab, Jammu & Kashmir, and Uttarakhand.

I'm incredibly biased, though. I have nothing against women with darker complexions, but, in seven visits to India, I've still yet to visit the South. I'm sure there's much more down there than I'm giving it credit for.

If you like Chinese-looking women then there are plenty in the Northeast, but that's not my thing at all.
