Ever since Stockholm was founded in the 11th century it has been the center of Sweden both politically and commercially. Also a stronghold in Swedens military defense, being a natural harbor it held most of Swedens navy.

I'm not 100% sure about this but it likely has something to do with Ottawa being located right on the border between Anglo and French Canada.

It was much farther away from the Americans than the old capital of Kingston, and it was right on the border of Quebec and Ontario, so the frogs wouldn't get too upset.
