why is technology so stagnant and even regressive?

we are still using pretty much the same tech available 100 years ago, with minor improvements, no great leaps or bounds.

robots, cars, wireless technology (cell phones, robots, ham), free energy, computers (IBM) are all 100 years old and were around in Tesla's time (in various forms).

that is the leap of evolution that was denied to us, as humans.

When some members (let's say 23 of them, which actually doesn't include your country) don't pay their 2%, the gap has to be made up somewhere.

A defense pact is not credible when most of the members don't pay anything into the system. It's called the tragedy of the commons. We tolerated it when Europe was weak, but now the EU economy collectively is about as large as ours (before Brexit) with ~550 million people. You can afford to pay now. It's not 1949.
