It's been an attempt to try and make the spending more efficient, because the situation before was putting people without insurance in extreme debt which just becomes a worse problem down the road. Obamacare certainly needs to be revised, but not in any way the Republicans have thus far suggested. The problem has been that we've put it off until the economic crash in 2008 and are now trying to work from behind.
