Let me see, because the Serbs betrayed the Graz Agreement which was even better for them than the Pavelic-Stojadinovic agreement signed in 1954 (which predicted what would be territorial distribution in case of a peaceful breakup of Yugoslavia)? Because Serbs see themselves as the Chosen People of the Balkans and have always wanted to build the Greater Serbia? Actually Serbs always saw Yugoslavia as the implementation of Greater Serbia, that's why they refused to let Slovenia and Croatia break away from Yugoslavia. They considered Slovenes and Croatians "Catholic Serbs", Bosnians "Muslim Serbs" and so on. In the end Serbia has even lost legitimate Serbian lands like Montenegro and Kosovo.

Who wants it all, loses everything. They they see it as an international "Vatikan Konspiracy" which will be defeated if all orthodox brothers unite (yeah, Milosevic tried to make a new Yugoslav federation with Greece after losing the war Balkan Wars).

This said, I don't know if there's a way to fix your country. The loss of Montenegro was a serious blow.
