Because we have an small muslim population and our police force went ham on islamist radicals since the Madrid Bombings. You can hear an ISIS related arrest every month or so in the news.
We also have tougher laws on terrorism because of ETA. Sometimes they are ridiculous, for example, some months ago a girl was arrested because she made a shitty joke about ETA and the judge considered it as "Exaltation of terrorism"
