Your example is literally what happened at the start of this year, the goverment started to kill a lot of gangsters with the help of our army (it was so effective that a lot of them went to USA and Italy because they feared for their lives), but nope, of course USA and their human right groups had to stick their stupid noses where they weren't called, and told the goverment that muh they're human, muh if you keep killing them we aren't giving you shit. They want us to keep being a violent shithole, I guess.

The government just created some new "escuadrones anti-pandillas", they were the kind of division that shoot first ask questions later. Something that is not a part from the ideology of our regular police force.

And yeah we tried it again, but this time it was a little bit more successful, though, because our police force right now has been given a little bit more of liberty to kill gangsters, some years ago it was very common to hear police men going to jail because they killed some gangsters, now news like that are kinda rare (even though gangsters killed by police men have become a lot more common), so there is hope.
