Each individual state has a lot of automomy. The 10th amendment states that anything not specifically stated in the federal constitution is up for the states to decide. People tend to think that the US is a single entity but it's really a bunch of little entities united together.

This can also cause some weird scenerios though, like how 46 state governments recognise the Armenian genocide while the Federal government has not. or the extremely big differences in education standards throughout the country and even the quality of infrastructure.
