From what I read, they've been dominated by Anglos ever since they met and before that, they were groups of obscure tribe people of which barely any recorded history exists.

You haven't read very much if you think the history between the Irish and the Anglo-Saxons starts off as hostile. England didn't really become hostile to Ireland until after it was conquered by the Normans, and even then English control regressed to Dublin until the time of the Tudor conquest.
Ireland being on the periphery was more defined by its internal politics and skirmishes with the Norse than external national politics. There is plenty written about this history, and the country was defined by a pretty singular culture and legal system with a concept of overlordship in the form of the High King. It's a pretty solid basis for calling something a nation, it simply lacked political unity.
