Greek and French philosophers are much better. As in, were not indirectly responsible for the deaths of hundreds of millions, were truly philosophers (I see Schopenhauer and Nietzsche as literature, aphorists, writers of self help books and boutades), and the Greeks and French were often also real scientists-mathematicians-physicists.

If you take 'great' to mean 'important', then he is great or important. He's not the most important though, nobody is because there are so many branches of philosophy. Aristotle might be close, though.

England, France, and Germany produced the most important philosophers of the modern era if we're going to stop memeing for a moment here. Obviously Greece was the most important in antiquity.
